Go-cart go!

It took four police cars and three shocks with a taser to subdue a man who was driving a go-cart down a St. Paul street going approximately 20 miles per hour. Police didn't say why the man refused to stop or why he resisted arrest. He refused to give his name to the police, so now he is locked up as John Doe.
